Permissions needed to download "*.exe" from IIS driven sites.
Gurus,

	Our website is running IIS 5.0 under Windows 2000 Server.  I should be able
to do the following in one of our websites.

	<a href="file.exe">Click here to download file.exe</a>

	Today I discovered that if I post a link to an *.exe file in a website that
we run.  You cannot click on it to download it.  You will get an access
denied or some priv related error page.  When I use any other file extension
I get the "save to disk" dialog just as you would expect.  I know that this
is related to permissions on *.exe's.  Rather than me open a security hole
tinkering with it, I hope someone can tell me specifically what needs to be
done.
