Okay, when you said 'unfair purposes', I was wondering if you meant to commit crimes such as fraud, pyramid schemes, etc. Many companies do. The rule seems to be "You can do anything you want to as long as you don't get caught". There are a lot of things you are not allowed to do anywhere in this country-Internet or not, but the Internet's anonymous nature and the fact that the government is still considers it black magic, allows people to break the law and get away with it online. It's usually up to the ISP to decide what they will allow as part of their terms of service (TOS). Many don't allow porn sites of any type, some don't care as long as it's legal, same with hate sites. Other than child pornography and anything involving hate crimes, pretty much anything is allowed on the internet in the good old US of A when it comes to the Internet-thanks to "Freedom of Speech". And even those types of web sites are still found. We've got a notorious case here in Mass, a guy who not only hosts child porn on his hosting company's server, but the #@!! takes some of the photos himself to make 'quick money'. He has been investigated multiple times by the Attorney General, there's a restraining order out to keep him away from his favorite model, but he is still in business and (according to a recent article in the Boston Herald) his illegal sites are still up. I'm sure even the hatemongering KKK has a web site somewhere out there a**holesinwhitesheets.org or some such thing. Spamming is held in general disdain (and considered a felony in at least one state), but some providers are spam friendly, they just charge the spammers plenty money for the privilege. The only thing I'm not sure about are the casino sites. Gambling is illegal in this country except where it isn't: in Nevada, Atlantic City, on Riverboats and certain Indian reservations, at race tracks, and state lottery programs.
