[isp-tech] outlook express error

I'm hoping someone can help with this, I have searched
the Micro$oft KB, and Googled without success.

This customer receives an error message each time he
tries to send mail, he can pop just fine.  The message
is:

"You cannot send mail from this address spam, 500 
0x800CCC62."

Using XP, I have removed the account and re-added it. 
The customer can send from our webmail interface just
fine.  I can send from outlook express using the
customer's credentials as well.  Our smtp server will
accept authentication, we get the same message
regardless of whether we enable his OE to authenticate
or not.

I do not have access to the mail logs - total PITA to
get them from engineering, who "are too busy to do my
job for me."
