Do you mean do the approval as part of authorization or do you mean
checking a pre-paid CC balance on a local account and re-new if empty?

NavisRadius can been used to do both though the first can introduce a
large delay in getting the user authenticated.  Most places opt to have the
user log-in with a restricted account and then re-authenticate with a paid
account after accessing a web page to setup the account.
