[isp-outsourcing] Unlimited Nationwide Dialup

I am in need of contact information for companies that provide wholesale
unlimited nationwide dialup, preferably with now minimum quotas.

In addition, can someone tell me how SMTP process are handled when working
with these UUNET-type dialup services.  Surely you don't open your SMTP
server to relaying, so do they give you specific IPs for only your customers
or what?
