If the infrastructure is already in place why is it not in use doing the core business? If it's not then there is something else wrong IMHO. Perhaps the new services are intended to "fix" that and use up wasted resources? IMHO ground up or not the costs associated in providing a service need to stand on their own. If those costs are stolen from another department that's just misleading and will really hurt when things are supposed to be running 100% or more. In your tire example if the machine is already cranking out car tires every shift when/how do you retool for tractor tires? When do they run? Who runs them? Again just they way I think and do things. I could be wrong.

Sure, it is part of the core business, but there are other parts of that core; products and services, that are either in decline or coming to an EOL. That said, making use of this "core" and already available resources as best you can in other areas makes perfect sense. To me, it's just swapping out the lipstick container making for bullet casing... Same concept, if that makes sense?
