I agree.  60% of our spam that generates "off-shore" is advertising for
US based companies.  If the law were to go after the financiers of the
spammers, it would have a much better chance of making a difference.

    If the law prosecutes whoever benefits from the spam, then I could
move to Mexico and spam in favor of my competitor. They'd nail him to
the wall for something he had no involvement in.
    No, I think this law REALLY needs to be rethought.
