May work in theory but for 2 things, Jay:

1) how do you prosecute people in other countries for
this?
2) how do you trace the sender?

In many articles I have read, the FTC readily admits
that it is difficult to trace the originator. A guy is
being charged with piracy because he was stealing
wi-fi bandwidth to send out email. This is yet another
inane, knee-jerk, government approach to a problem
that they do not understand.

This problem should actually be able to be solved by
software, but apparently that wheel is still being
worked on.
