And if the ratio of "honest, hardworking" people to lazy, good-for-nothing people is constant, C. Then unemployment will be constant. But unemployment is not constant. It is down some years, up some years--presently it is up. Therefore, either A or B is not true. So, which is it: A'. People can't always find a job when they want to. B'. For unknown reasons, large numbers of honest, hardworking people temporarily turn into lazy good-for-nothings all at once, coincident with stock market drops and other such economic indicators.
