It would have to be a very small school. At this late date, I can't imagine too many schools don't already have their Internet connectivity well-covered. Most have some kind of IS program, so they have a ready body of students to do 90% of the system and user support at slave wages. And they tend to do a damned good job. Many an ISP in a college town has those same system admins on their payroll. Probably the best you could do is to offer connectivity, but don't be surprised if a college of a couple hundred students uses ten times the bandwidth of an ISP with a thousand dialup customers.
