We make out well on the limited accounts, one because they can only stay
connected for a max time of 20 minutes during primetime with that level
(8hr/month) and in another ISPs case who offers limited accounts they do not
allow them on during primetime.   This keeps the low level accounts from
effecting line usage during peak times, at least it works for us.
