I apologize. I should have made myself a bit more clear in my needs/intentions. As I understand it Red Flag is more desktop based than server based. I am looking at trying to give one of our customers Chinese support for his site.

This includes (and is most likely not limited to) the following.

HTTP (with mod_negotiation?)
FTP
POP3
IMAP
SMTP
FP 2002

Now. Of the above POP3, IMAP, SMTP and FTP are NOT 100% required to be in Chinese. I have read somewhere in the past that FP 2000 Chinese support is possible (have heard nothing regarding 2002) and as stated before Apache has mod_negotiation to ease a site into Chinese.

The question is if anyone has ever done this type of feature add and if so how and what were the hurdles encountered in the process. The only shell access will be through FTP and that is chrooted and limited. So it's really just a matter of getting FP 2002 and apache to support the character set. At least I hope.
