Hosting/Access Complete Solution

I've been out of this loop for awhile and need to be brought up to date
with the current ISP/Hosting solutions available. I have a small ISP/Web
Hosting company that is currently using a kludged system, a combination
of an antiquated version ISP Power (that is not hooked to Radius),
QuickBooks and in-house developed web interface to add dial-up
customers.  I'm looking to purchase a system that would monitor both
dial-up and web usage, handle recurring billing automatically, offer
general reporting, and a control panel for administration and customer
access.  I would prefer not to get hooked into a customer based cost
model, and I'm not looking to make a huge investment, however I do plan
on growing and understand the value in time savings these types of
systems bring to the table.

Any suggestions?
