I would expect Qwest will offer ISP's a commercial agreement to do line share, at terms not nearly as attractive as they are now. At that point ISP's no longer have the right to do line share, they are only allowed to if the LEC allows them to. So what is the point in bitching about whatever promo Qwest is running ? The game is over, we lost our right to line share. Now we have to do it solely on their terms.
