The revised Bill of Rights, proposed by Commissioner Susan Kennedy, has 12 key items, among them: The right to select a voice service and to have that choice respected; The right to receive clear and complete information about rates, terms and conditions of service; The right to access lawful content over the Internet without interference from a broadband provider; The right to purchase broadband services without being forced to buy local phone service from the broadband provider. That last item refers to what those in telecommunications regulation refer to as "naked DSL." Kennedy argues that a consumer who wishes to subscribe to digital subscriber line (DSL) high-speed Internet access should not be required to also buy local phone service even though both services use the same phone company-owned copper wire network. They should be able to buy DSL alone -- or "naked" -- if they choose. SBC Communications Inc., of San Antonio, says the market, not regulators, should decide whether customers want DSL without local phone service, said John Britton, a spokesman in SBC's San Francisco office. "We will continue to do what customers want (and ask) how much do they want to pay and what do they see as the value," Britton said.
