Yes -- if [1] The DNS server is used as an authoritative DNS server, and [2] The domain is registered through Network Solutions. If the DNS server isn't authoritative for any domains (IE it's a caching-only DNS server), you don't need to register it. You'll need to contact Network Solutions to have them change the IP.
