[isp-dns] Chaning a DNS server's IP address

It's been a LONG time since I've had to setup a new DNS server.
But if I remember right, don't you have to fill out a form with Network Solutions?

For intance if I wanted to create the new server NS4.ILLICOM.NET  wouldn't I have to fill out a form, etc.
or would I just simply have to add that NS4 record to my domain and reload BIND?

I need to move my NS3.ILLICOM.NET server to a new IP address, but isn't there a form I need to fill out with NetSol?
Or will I just have to change my A record and reload?

They have changed the NetworkSolutions site around SO MUCH, I'm lost!
