They've been doing that for many years, unfortunately (not releasing

Hmmm? They actually don't require any sort of activation fee, just a
deposit ($500, assuming you only want to use their QuickStart interface)
that is used to cover the future cost of domain registrations. That is,
you get all your money back as you purchase or renew domains.
If you have hundreds of domain names, you'll use up the deposit within a
couple of months, and it won't have cost you anything to sign up. Once
you draw down the initial $500 deposit, you can redeposit in smaller
amounts, too, if you're concerned about the float.
The OpenSRS QuickStart system sounds ideal for someone in your situation.
