Updating root DNS servers isn't up to the registrar, it's handled by the 
root.  On a good day they update twice, but they've been known to go a 
day or two without updates sometimes.

OpenSRS gives you two choices:

QuickStart: $500
Full/API  : $250

In either case, the amount is a deposit into your account and is used 
for processing domain registrations, there is no activation fee or 
anything else of the sort.
