There are a lot more requirements. Including bonds and letters of
credit that will raise your initial amounts significantly. Becoming an
ICANN Accredited registrar would be quite an expensive undertaking. An
existing profitable business with good cash flow could pull it off much
easier.
But for those starting from scratch, or who do not have the resources of
a major company, then if you had a half million to throw at it, you
MIGHT be able to do it. But then you have to compete with all the
registrars who are willing to sell at $1 over cost because they see
domains merely as a way to draw people to their services rather than as
a profit center on its own.
