Yep had this problem.  Always start your transfer ALOT of time before your 
domain expires.  Twice I transferred 10 days before the domains expired, and 
both times Network Solutions never sent me an email.  Then of course you cant 
transfer expired domains, so I had to renew another year for $35/each, instead 
of $7.95/each through GoDaddy.Com
