That's because their MX records aren't valid. http://www.dnsreport.com/tools/mail.ch?domain=postmaster@dhs.gov shows that their MX records do not contain hostnames (instead, they contain IP addresses, which aren't valid in MX records).BTW, when their webmaster@... and postmaster@dhs.gov mailboxes bounced, I used their web feedback form. That form script sends email with MY email as the return address, to feedback@... which also bounced, and I got the bounce.
