[isp-dns] RE: isp-dns digest: January 17, 2003

Isn't it at the discretion of the end user to determine the content of the
ARIN SWIP templates and which templates are used?  I can't find the answer
to that question on ARIN's website.  It says that they must be sent by the
upstream providers email account, but doesn't say who determines how/what is
set up.
