If the admin for the domain didn't adequately prepare for the changes, then 
the TTL, which is derived from the domains host DNS, burns the innocent 
every time.  It's amazing how many times we've had to deal with this so 
far.  You are just being a pessimist.

By the way, it's funny how many times other DNS providers have told my 
customers that I needed to clear my cache for their mistakes to take 
effect.  It's supposed to go like this:

1. Reduce TTL to an amazingly short time.
2. Wait for old TTLs to expire.
3. Make DNS changes.
4. Increase TTL to suitable value.
