Question: Is there anything in the Telecom Act that even talks about central offices or wire centers per se? I know that the early collocation rules (and the only ones usable so far) only work at that level, but wire centers are rapidly becoming obsolete; fiber-based networks don't need them, and can go straight to the remote terminal. So CLECs are even having trouble getting the equivalent of loop access. McCain's bill seems to enshrine that in law, essentially providing the ILECs a quick migration path to a CLECless (modulo voice frequency resale, hardly meaningful) world.
