I watched some of that hearing, Breaux (sp?) asked specifically how long if would take to implement his legislation to deregulate ILECs. Powell said 8 to 10 months. But another Democrat - Byron ?? (from ND) asked for more regulation because Qwest only provides DSL in 4 of the 24 ND exchanges while they paid millions to Nacchio (sp?). So, the Democrats can't decide if they want more or less regulation. In other words, status quo for the foreseeable future. Thanks, Randy A. So, does Powell want deregulation or not? http://www.isp-planet.com/politics/2002/powell.html Your comments on this would be greatly appreciated, especially in regards to workarounds the FCC could adopt to avoid touching Section 214 and still enforce a discontinuance policy. Of course, you're also more than welcome to pick apart the story. Thanks to Scott McCollough for his insight, any errors are strictly mine and shouldn't be held against him ;--) Jim
