[isp-caching] IE Cache Refreshing

Hello.  Does anyone know a way to force a browser to
reload everything that's in it's cache?  What I'm wanting
to do is sort of like a Syncronize for offline content, but
for all URL's in a given users Temporary Internet Files.
Obviously I can look at them and do a CRTL-RELOAD, 
but I'm wanting a way to tell it ''re-fetch all cached content"
