As has been mentioned, BFD is the right tool for this job.  But, if  
it's not available on your platform then tune your keepalive and hold  
timer right down.  You appear to own both ends of this connection so  
you can run the timers as low as you want.   We regularly use 3*5 sec  
in our network (not on 200 mile hops but that shouldn't be a  
factor).  If you run Junipers then the best you can do is 10 sec  
keepalives.  Either way it's better than black-holing your traffic  
for approx 3 minutes as you will with a default Cisco config.
