I am aware of this.. Site B is to be multihomed to help prevent this, as
currently a link from Site A to Site B is not yet feasible.

You also want to make sure that you have a link going from site A to site B.
If your link at site B announcing the /23 goes down, all that traffic will
be directed to Site A with the /20 announcement.
