Hmm... I see an idea forming.  We need to :

1) Start a Chilean ISP (no idea how to do this)
2) Figure out how to get $0.01 / mbps loops down to Chile from the rest of
the world.
3) Find Level(3), GBLX, MCI, etc. and make them peer with us.
4) Completely disregard the fact that there would be 300+ ms latency to get
into these networks. :)
