Hi Jeffrey, I'll be more specific. For example, in the chilean case i've mentioned before in my e-mail, the regulator obligates all chilean ISP's to interconnect each other, so that the national traffic stays local. In the same case, inside the IX, the regulator demands to maintain a enough bandwidth to all the IX participants in order to maintain a proper "quality". Mostly these policies are of a technical nature, i.e. restrictions on types of traffic (ethertypes, proxy arp, link local protocols, redirects etc etc etc) For the rest, normal policies apply everywhere: Must have your own registered AS-number, and sometimes it is required that your company's main activity is internet-related.
