It will be a layer-3 IX, each of participant's routers peer with each
one of the two IX core routers. The 2 core routers will be running ibpg
in a separate ASN, so my question is: It would be better using a private
or public ASN? 

An additional question to do would be, if we decided to use a public
ASN, Does the local regional registry (in my case LACNIC) have to assign
one for us?

I mention this, as i've read LACNIC policies and they not consider the
use of a ASN public for IX infraestructure. Is it the same with other
registries?

Is this a layer-2 exchange or layer-3?  In North America and Europe,
most IXes are layer-2 where participants peer with each other and IX has
no say in each participant's specific routing policy.  However, often in
other countries, we see "layer-3 IX", which the IX basically acts like a
transit provider in essence.

Simplest way to setup a layer-2 IX:

1. Install a switch (preferably a switch that supports 802.1Q and
various SP-like features e.g. Cisco, but for low-budget starters, even a
decent netgear would do for temporary start).

2. Allocate a peering LAN block (ie. www.ep.net, and request a block +
pay bill, or RIPE and ARIN have similar service, see "critical
infrastructure
assignment")

3. put together a couple PCs running Zebra or recycled cisco boxes for
route-servers if you want people to do MLPA.  Most exchanges do not
prefer MLPA peering (neither do I), and people often just get away with
one server for 'route collection' and statistical purposes.
