If he's already got provider-independent space, why should he ask a 
provider for provider-assigned space?  If he ever left that provider, 
he'd have to give it back.  The best way would be to have 
provider-independent space, period.  And I'd also argue that it'd be 
best to have his own ASN, but we've beaten that argument to death already.
