Why are you padding the inbound 0.0.0.0s from each ISP? Is one ISP a
preferred route?

Are you using ip policy route-map on the correct interface? It has to
be on your inbound interface not the outbound ones....
Are you using the correct access-lists with your route-maps?
Is the correct next-hop specified in the set ip next-hop statement? 

Maybe you can post the config and we can analyze this together...
