Ed,
No Problem. Well, the reason why you have not been successful in
finding documentation on how to "announce" a localpref is because you
cannot "announce" it. Local preferences are set/honored only within a
single AS or confederation. To get around this, a lot of providers have
setup a set of BGP communities, numbers you can tag onto route objects.
What the communities are and how they are applied are completely up to
the provider, which is why I started collecting the community guides.

But there's a lot about BGP that a book will not tell you. More specifically
on how carriers route and accept announcements. Every one is different,
so the book is a good reference, but that's it.
