Also it is not a question of /24 or /16 or /whatever I still go further, it would make sense for any transit AS that an "end" point ISP has it's own IPs. And further it would make sense even for example for ARIN (or any other) to distribute /24s or less for any AS (not only for comercial purpose) and not for multihomed nets. still it would make more sense if any transit AS REQUires that any ISp has his own AS and address space why? A transit AS has certainly N "dead" ISPs with still routed/alocated subnets, and NxN IPs within this or other subnets unused. All this from it's own address space.
