Uh, wrong (as someone else pointed out).  Using PA space with other ISPs 
is certainly possible.  Several of my customers are doing it right now. 
 They are aware that they cannot take it with them if they ever 
terminate service with us.

The purpose of PA address space is that is assigned to the provider. 
They're paying the RIR fee for it.
