Has he even designed his network? The goal is to have a good (optimal) IGP. For your EGP, it doesn't matter much who is your transport carrier / IP transit provider; Your routing policies will differ from them (that is if you already have an ASN and have half a clue). Pricing is somewhat a major factor in your decision, but quality of the routing policies from the carrier is still very important. Naccidents happen way too often.
