Has he even designed his network? The goal is to have a good (optimal)
IGP. For your EGP, it doesn't matter much who is your transport
carrier / IP transit provider; Your routing policies will differ from
them (that is if you already have an ASN and have half a clue). Pricing
is somewhat a major factor in your decision, but quality of the routing
policies from the carrier is still very important. Naccidents happen way
too often. In addition, there is many providers out there that redefine
the expression "complete oblivion" when it comes to optimal routing.
