Tier zero would be more slanted to the fact INAP does not own a network - they use appliances to groom the traffic based on performance (hence the performance IP). They offer services above the Tier One's (whom services are purchased from) ... one could say... As for above or equal to tier blah... I would slant this and attempt to get past the "Tier" question totally.. Internet is a mesh of several good, a couple of great, and many poorly designed networks...
