I would have to elaborate on this a little - I would lean to what applications are you running, where are your users intending to go, is latency an issue or price.. I would imagine there are several regional plays that have better networks than the global ones - it all depends on what you are looking to do.. This Tier junk is just that... and a sales pitch from the ATT / MCI / Q / etc out there in the world... DESIGN your network for your needs - not theirs... Go with the Tier Blah...
