if you had a bgp session with level3, then yes...since your colo provider
is the one with the session, then only if your provider has some
communities for you to manipulate, or if they don't strip communities from
your advertisements (although this would have the unwanted consequence of
sending the level3 communities to another provider which may or may not
have a significance within that provider).  if they do not, then you would
have to ask to manually add the level3 communities to manipulate your 
traffic in level3 (whois -h whois.radb.net as3356 - for the communities 
possible)
