Step 1: Apply a much higher local preference to routes with one AS.
Step 2: Apply a higher LP to routes tagged as customer (i.e. 3549:4... 
for GBLX).
Step 3: Apply a somewhat higher LP to routes matching a certain pattern, 
where certain pattern is something that you just guess at.  Perhaps 
_3549_701_ or _3356_1239_, but you might just need to guess.
