Nope, we want BGP to choose Level 3 or GLBX via it's own algorithm
for outbound traffic; we consider them equal as far as our traffic is
concerned.  But, if and only if the Level 3 link should die, we want to 
start
utilizing the backup link to Level 3 on router #2 for traffic that would 
have
already gone via Level 3 in the first place.  We don't want traffic that
would have otherwise gone out Global Crossing to also end up going out
Level 3.
