Khoi Nguyen, I'll take a shot at this.. BGP does not need database synchronization. Also, if a route is leaned, it may not want to advertise this route outside the AS. Why ? One reason. If the route is say a route with a ISP say A, it may not want to advertise it to B. By doing this, B would not be able to transit traffic thru A's routes. in general, internal routes should be advertised ourside the AS, so return traffic won't be blackholded. The RIBs decide what route to filter or allow to be advertised.
