I can assure you that the address block you mentioned isn't reachable 
from
anywhere on the net.  Perhaps the original up-stream is providing NAT
services for that block?  As I'm sure you are aware RFC1918 address are
private and _should_ not be routed over the public network.  Most ISPs
will block both the route advertisements and any traffic from those 
source
addresses.
