This would be even cheaper if you purchase second hand:

7507 dual-AC w/RSP4 256MB
VIP2-50 128/8
2 x PA-FE-TX
And a WS-C2950-24 to connect the three upstreams through VLANs  (in case 
they provide you a E/FE port).

You could handle 100Mbps with no problems.
