I got a couple replies off-list.

Basically, it sounds like China Telecom is reluctant to support BGP, but they have done it for some customers - especially if the customer is multi-homed with an international ISP.

Also, CT may not route IP space unless it is provided by CNNIC. I think we'll start by applying for an ASN from CNNIC and request an IP allocation.
