Yeah, that's a common enough setup. I often see physical interconnects
between ISPs which have three logical links on them (VLANs or PVCs), one
on which ISP A sells transit to ISP B, one on which ISP B sells transit to
ISP A, and one on which they peer with each other. Common in places where
there's a local IX but really expensive external transit, since it lets
each ISP use the other's upstream as a backup.
