[isp-bgp] Sho ip bgp nei error

I'm getting a RIB-failure error when I do a show ip bgp neighbor.  The
error showed up after a software upgrade from 12.1 to 12.2
(7206vxr/300).  

I've been unable to locate what the RIB-failure 17 is.

The EBGP peer was unable to take full BGP routes but when I sent local
routes plus default everything converged.  I still have the error
though.

BGP routing table entry for xx.xx.xx.0/22, version 88868
Paths: (2 available, best #2, table Default-IP-Routing-Table,
RIB-failure(17))

Any ideas?
