Here in Israel, all we do is pay for the local loop (or link) half by half, and run traffic over it...
This is right only for real peers, i.e. big ISPs. For smaller ISPs, the bigger players sell them Transit links

The ISP i work for is going to implement a peering relationship with the dominant ISP operator here in Perú, so i need some help from you on this matter. 

Do you have any idea about the bussines model/technical model to apply in a peering relationship?
Would you recommend me maybe a book/site/paper about this topic?
